Probe body finds BRU VC’s involvement in massive corruption

A probe body of University Grants Commission found involvement of Begum Rokeya University (BRU) Vice-Chancellor Prof AKM Nurun Nabi in massive corruption, irregularities and various unethical practices.

 

The probe body, formed by UGC member Prof Akhter Hossain on August 2 last year to investigate various allegations against the BRU VC, submitted its report to education ministry on April 22.

 

In the report, the probe body mentioned that the VC paved a way of autocracy and irregularities through keeping 14 important posts, including pro-VC, treasurer, registrar, examination controller and accounts director, vacant.

 

The probe body, which brought allegation of non-cooperation by the VC, gave various instance of corruption against Nabi in its report.

 

It said that the VC spent Tk 9,74,495 as entertainment bill during his 165 day presence in the campus in 2014-15 and 2015-16 years.

 

“The committee think such spending is unnatural and unacceptable. Apart from this, he also withdrew Tk 2,19,033 as entertainment bill as a treasurer.

Such spending seems unethical to the committee,” said the report.

 

The BRU VC is entitled to use one car as per rules but he used three cars.

 

In the report, the probe body said the matter of using three cars by the VC is lavishness.

 

“Statement of the VC regarding use of three cars is not logical and acceptable. He used two cars in Rangpur and one car in Dhaka. The car kept in Dhaka is being used by wife of the VC which is unethical and unacceptable,” it said.

 

The report added that the VC misused assets of the varsity in lieu of ensuring safeguard.

 

It also alleged that taking Tk 5,47,000 in first year, Tk 5,88,000 in second year and Tk 5,30,000 in third year as honorarium by the VC in his tenure for performing admission test duties is unethical.

 

“Such activities may create anarchy in financial management,” the report reads.

 

The report mentioned that the appointment of BRU executive engineer Jahangir Alam, during the tenure of Nabi, was not fair.

 

It also found authenticity of the allegation of appointing a fake-certificate holder in the post of lecturer in finance and banking department.

 

The varsity sacked the lecturer later as per recommendation of syndicate but consumed eight months to take steps. 

 

The BRU VC also confessed the matter to the probe body.

 

The probe report also mentioned that the VC showed discriminatory attitude to some teachers through making them deprived from promotion and logical rights. 

 

It also reveals that the absence of BRU VC for 495 days in 37 months created a slow pace in administrative, academic and financial activities of the varsity.

 

Such absence also created dissatisfaction in the varsity, it added.

 

In the recommendation part of the report, the probe body said the BRU VC failed to give expected leadership for operating academic and research activities of the varsity.

 

Academic, research and administrative activities were also hampered due to continuous absence of VC in the BRU campus, it added.

 

It can be mentioned that Nabi, who will complete his tenure as BRU VC on May 5, is trying to assume the post again and desperately lobbying to high-ups of education ministry and government.

 

Allegation is that Nabi has been appointed VC by the incumbent government but he refrained from signing a statement during the 1/11 regime, demanding release of Sheikh Hasina from confinement.
