The government’s development spending has slowed, with the Annual Development Programme (ADP) recording an overall implementation rate of 36.19% during the July-March period of the 2025-26 fiscal year.
The Implementation Monitoring and Evaluation
Division (IMED) reported on Sunday that the government spent Tk75,607.24 crore
out of a total allocation of Tk208,935.53 crore during the first nine months of
the fiscal year. The figure reflects a marginal decline in execution compared
to several previous years, indicating continued challenges in accelerating
development spending.
Over the past five fiscal years, ADP implementation
during the same period has shown a fluctuating trend, with the highest rate
recorded at 45.05% in 2021–22, followed by a gradual decline in subsequent
years. The current fiscal year’s performance remains almost unchanged from last
year’s 36.65%, suggesting stagnation in execution efficiency.
The report also highlights a notable gap between foreign-funded
and domestically financed projects. Foreign-aided projects recorded a higher
implementation rate of 40.08%, compared to 33.04% for government-funded
initiatives, reflecting comparatively stronger execution in externally
supported projects.
According to IMED data, Government of Bangladesh
(GoB) funding saw Tk42,293 crore spent out of an allocation of Tk128,000 crore.
In contrast, foreign aid-financed projects and autonomous bodies showed
relatively better utilisation rates.
Sector-wise performance also varied significantly.
The Ministry of Science and Technology emerged as the top performer with 74.16%
implementation, followed by the Cabinet Division at 69.68%, the Ministry of
Food at 65.50%, the Public Service Commission at 60.36%, and the Ministry of
Foreign Affairs at 56.05%.
On the other hand, several key divisions lagged
behind, including the Parliament Secretariat, which reported no spending during
the period. The Public Security Division recorded 9.08%, the Internal Resources
Division 10.20%, the Financial Institutions Division 12.15%, and the Ministry
of Commerce 13.68%.
Meanwhile, ADP implementation in March 2026 stood at
5.88%, slightly lower than 6.78% recorded in the same month of the previous
year, indicating a slowdown in monthly execution momentum.
